Unified Program Agency Consolidated Bill
Types of
Fees
The consolidated bill incorporates fees for five State mandated
environmental programs; and includes the associated State
service charges. The following are descriptions of the programs
and fees.
California
Accidental Release Prevention (CalARP) Program
This program regulates businesses that store Extremely Hazardous
Substances above specified quantities. These chemicals and
quantities are found in Title 19 of the California Code of
Regulations. The fees are related to the different Program Level
the business is assigned to and covers the regulatory
administrative and inspection costs. Orange County’s Certified
Unified Program Agency’s (OC CUPA) CalARP administration is

Hazardous
Materials Disclosure/Business Emergency Plan Program
This program regulates businesses that store 55 gallons of a
liquid, 500 pounds of a solid, or 200 cubic feet of a gas in
accordance with provisions established in Chapter 6.95 of the
California Health and Safety Code. The fees are related to the
number of chemicals stored onsite that meet the minimum amounts
and cover the regulatory administrative and inspection costs. OC
CUPA’s Haz Mat/BEP Programs are listed below. For questions

Hazardous
Waste Program
This program regulates businesses that generate hazardous waste
as defined in Chapter 6.5 of the California Health and Safety
Code and Title 22 of the California Code of Regulations. The
fees are based on number of employees and cover the
administrative and inspection costs of the program. OC CUPA is
the regulatory agency for all the cities in Orange County with
the exception of Anaheim. For questions regarding programs and

Tiered
Permitting Program
This program regulates businesses that treat hazardous waste
under the provisions of Chapter 6.5 of the California Health and
Safety Code and Title 22 of the California Code of Regulations.
The fees are based on the highest treatment tier at the facility
and cover the administrative and inspection costs of the
program. OC CUPA is the regulatory agency for all the cities in
Orange County with the exception of Anaheim. For questions
regarding programs and their fees, please contact the
appropriate hazardous waste specialist.
Underground
Storage Tank Program
This program regulates businesses that store hazardous materials
in underground storage tanks under the provisions of Chapter 6.7
of the California Health and Safety Code and Title 23 of the
California Code of Regulations. The fees are charged per
underground storage tank and cover the administrative and
inspection costs of the program. For questions regarding
programs and their fees, please contact the appropriate agency.

State
Surcharge
The surcharge is used to fund the costs of all State Agencies
with Unified Program responsibilities. Although the OC CUPA
collects it, all surcharge fees are remitted to California
Environmental Protection Agency. For questions regarding

State
Service Charge
The
Environmental Health Division is responsible for assessing a
State Service Charge to the businesses regulated by the CUPA
programs. This fee goes to the State of California for their
oversight of local CUPA programs. The State Service Charge fee
schedule is as follows.

Advisory Workgroup
The
Business Advisory Workgroup meets quarterly to allow for public
input and recommendations regarding issues relating to the
implementation of the Unified Program. Issues discussed include
single fee implementation, inspections, and coordinating permits
for businesses regulated by CUPA programs. For more information,
